Have you adjusted the allen key screw on the inside of the calipers, there is a 16 or 17mm nut on the caliper on the inside, take this out and inside is an allen key, with the handbrake off screw in the allen key in fully then release it half a turn and then see if the wheels are locked when the hand brake is put on.
