Neither I nor your engineer are saying any such thing.
So long as the nuts are correctly tightened, the torque transferred through the hub to the wheel is applied through the mating surface and is not a lateral ...

I find that it takes time for the filter to move appreciably when removing it by hand. Yes, the space is very tight and it's hard to get a good grip, but if you get as good a grasp as possible and twist as hard as you can bear to, eventually they start to creep round almost imperceptibly at first. I hardly expect you to take my word for it but that sounds like a classic example of confirmation bias to me; supermarket petrol smells worse than major brands to you because you expect it to.
The amount of sulphur in supermarket (and any other) petrol today is a tiny fraction of the amount that was in all brands 30 ...

It sounds like the previous owner has replaced one lamp and somehow got hold of a left-hand-drive one. They're getting rarer nowadays but those 7" round headlights used to be standard fit on lots of cars.
